feat(apollo-vertex): Add destructive-outline button variant

Summary

Add new destructive-outline button variant — an outline-style button with destructive color border and text that fills solid destructive on hover (with white text), including dark mode and focus ring styles
Reorder button variants in both the component definition and the docs page to: default, secondary, outline, ghost, destructive, destructive-outline, link
