  1. they are related and both need to be updated to test, this makes it less troublesome to switch branches and mess around every time i need packages
  2. no policy says it has to be like this
  3. im not doing that

linux-firmware-rpi update builds, and the kernel doesn't. The kernel could take a while to figure out and shouldn't have to block linux-firmware-rpi.
Also it's a cleaner git history

linux-firmware-rpi is still functional on 44 without this update, it's an update that goes with the kernel and is primarily package cleanup
