chore: Remove local issue templates in favor of organization-level templates

Description

This pull request removes the local issue templates (.github/ISSUE_TEMPLATE/) from this repository.

By removing these local overrides, the repository will now automatically use the centralized organization-level templates introduced in Universal-Commerce-Protocol/.github#10. This ensures that all repositories in the UCP organization have a consistent issue-reporting structure and simplifies the maintenance of these templates.

• UCP Schema: Changes to the ucp-schema tool (resolver, linter, validator). (Requires Maintainer approval)
• Community Health (.github): Updates to templates, workflows, or org-level configs. (Requires DevOps Maintainer approval)
