fix(api): fallback OpenAPI Agent API paths

Summary

• add explicit Agent API path fallback when swagger-jsdoc cannot discover route source files in production/runtime bundles
• keep generated docs scoped to existing /api/agent operations
• add OpenAPI regression coverage for unavailable route-file discovery
