Summary

add WeatherApi:Url in appsettings.json
read configuration file and Weather API URL in Program.cs
update WeatherService to use configurable base URL
pass the URL to WadeTheMeteorologist
document new configuration step in README

Testing

dotnet build --no-restore (fails: command not found)
