fix: blocked author props field in settings wrongly mapped

Summary

This fix allows users to set the Blocked Author Properties on the comments settings page. The values entered now correspond correctly with the response.

Test Plan

1. Enter some values in the Blocked Author Details field on the settings page.
2. Verify that these values affect the response as expected.
