Feat: Create get all programs page

Description

Changes:

1. Created the new enum in PageType.
2. Created JSON init-data.
3. Created the ProgrammesPage with ProgrammesCardItem list.
4. Created API to get ProgrammesPage information.
5. Created tests for ProgrammePage classes and new GET controller.
