Adding image for 3.14.
Q: I see notes from previous upgrades of concerns around some AI/ML tools are not always supported with the latest version of python. This came out a few weeks ago— where do we need to validate compatibility? Or do we need to add a pytorch Dockerfile to this PR as well/to all future versions? (I see the pytorch dockerfile example only with version 3.12)
