When running `npm run build`, these broken anchors were mentioned in the output. This fixes the broken anchors, and updates the Docusaurus config to the updated config shape, which required bumping the type versions to match the runtime version.
Let's just bail if these fail in the future, rather than a warning we'll ignore.

(NOTE: these we actually updated by Dependabot in a separate PR; not exactly sure why package-lock.json is different, but probably a differentnpmclient version on my end. Regardless, merging!)
