[codex] align chat e2e with smoke checklist

Summary

• expands canonical chat example e2e coverage into checklist-aligned specs for initial render, routing, model picker, devtools, palette, theme, lifecycle, errors, keyboard/accessibility, markdown, browser hygiene, and visual overflow
• updates shared e2e helpers for deterministic browser hygiene, devtools state handling, and send/wait flows
• fixes chat devtools default-open hydration and sidebar Escape handling surfaced by the new coverage
• keeps stop-streaming as an explicit skipped harness pilot until in-flight stream state is deterministic enough for CI
