The current default branch includes several post-v0.6.98 changes that made dogfood behavior worse. The v0.6.98 known-good binary is behaving materially better, so this PR makes that state the reviewable protected-branch recovery point. Post-v0.6.98 changes will be audited and reintroduced one by one through focused PRs.
