Adds a redirect for the upcoming "Intro to GenUI" codelab for Flutter.
I've used a placeholder destination for the moment, so that I can lock
down the redirect URL.

Fixed the course url that was broken: use domain **com** instead of
**co**

My colleagues (and I) had a heart attack when they saw an exception
would be (supposedly) thrown in such a case until they dug deeper into
the article's contents.

Updated the title and description to clarify that ListTile reports an
error in debug mode when wrapped in a colored widget instead of throwing
an exception.

There is a call to .toInteger() on flutter.versionCode in the example of
build.gradle.kts

This does not seem right because that change throws an error when trying
to build the app with that change.

Note: There is no such a call to .toInteger() with the build.gradle.kts
created with flutter for a brand new app

throws an error when building and does not seem necessary (builds fine

- Hide sidenav in the learning pathway when in a wide layout.
- Restructure top of normal sidenav to have the `/learn` index page.
"Learn" top-nav button goes directly to the learning pathway, entering
the separate area of the site.
- Move learning resources index to normal sidenav.
- Add manual install and install with VS Code pages to sidenav under
"Manage install".
This adds a design doc entry for a proposal to efficiently convert
textures to `ui.Image`s.
