Snapshot-enabled deployments need the registry-published btrfs-chain base to be the sole portable rootfs base for an image digest. Make the R2 registry commit that artifact through a conditional singleton record, synthesize referrers from it, and reject deletion or corrupt replacement so stale builders cannot publish competing bases.
