This change adds a new blobstore_benchmark BOSH errand to CAPI, including monit, BPM config, run script, and templates needed to run blobstore performance benchmarks against the configured storage backend.

By packaging the benchmark as a BOSH errand, operators can run it on demand without affecting long-running CAPI jobs and compare different storage backends or tuning options.
