Remove @awsuiSystem core annotation from disableFooterPaddings prop, making it available to console and all other systems. This is a simple boolean prop that removes default footer padding. No API changes, no new dependencies.

@awsuiSystem coreannotation fromcontainer.disableFooterPaddings, making it available for all systems.This is a simple boolean prop with no runtime risk. No new code — only the JSDoc annotation is removed.
