Adds an entry for the new
package-manager-cacheparameter to the CHANGELOG.md corresponding to PR #1641 and tag v7.1.0.The v7.1.0 release is missing from https://github.com/cypress-io/github-action/releases due to a temporary GitHub issue. The release entry for v7.1.0 can only be added manually by a member of the Cypress.io team - see #1642.
