We don't use this tool anymore.
Update all projects, and all docker files to use .NET 10.

Fixes #595
Update all projects to .NET 10. Also, update all dockerfiles to use the .NET 10 SDK and runtime.
Finally, remove the What's New in docs projects because we don't use those anymore.
Note for reviewers: Where a project had a version, I incremented the minor version.
While doing that, I wonder if we should set the current version of all projects to 10.0. Then, track updates using semantic versioning during the coming year.
Finally, I checked with @IEvangelist and removed him from CODEOWNERS, given his new role
