This is a followup PR to: #346
By default
skip_intermediate_buildsis true. In an event that there are parallel version bumps, it would cancel the queued builds in the version bump pipeline.This PR disables skipping intermediate builds.

As mentioned in comment. No version bumps are needed for this pipeline, however to have a holistic view of all DRA teams and standardized across the DRA teams, having the pipeline will give release-eng an overview of all team's status on version bumps. Branch creation would be needed for minor bumps to cut new branches.
