chore: remove stale workflow and node reference type declaration

Proposals:

• Removed stale.yml workflow configuration file, because is deprecated ( see here: https://github.com/apps/stale )
• Remove triple-slash reference directive from index.d.ts, as this syntax will be removed in future TypeScript version

@Tony133 For these PRs that change the same (or similar) things, could you make them all reference a singular PR please?
Makes it easier for me to review them all in one go. :)

See fastify/fastify#6511 as an example, where i've made reference to it in other PRs, and it gives a nice list of what's been merged and what hasn't.
