Adds file: dependencies path to commit parser

We're using this plugin in a monorepo with local dependencies and found ourselves worrying about missing deployments when a package's local dependency has changes.

The code changes are looking for package.json files in the paths, recursively checking for file: dependencies in them, and adding those paths as well.
