Pull Request Overview
This PR prepares the v0.24.0 release candidate by updating the changelog and version documentation. The changes follow the standard release process for simtools.
- Removes individual change fragment files that have been incorporated into the main changelog
- Adds v0.24.0 release notes to CHANGELOG.md documenting bugfixes, features, maintenance updates, and simulation model changes
- Updates the documentation version switcher to include v0.24.0
