Decode only Azure Blob path separators (%2F) to restore filename parsing.
Avoid full URL decoding to preserve legacy GXI behavior and prevent invalid UTF-8 normalization.
Note: Decoding slash separators in Azure is due to the Azure SDK behavior reported here.
