feat(options): Scaffolding for sentry-options

This adds scaffolding for using https://github.com/getsentry/sentry-options

I purposely did not add the init() to the objectstore entrypoint here as I know we discussed some concerns there in our call. This adds:

• schema file and directory in the repo
• logic for copying schema files into docker image
• CI validation job for ensuring schema changes are valid
