I believe one of these functions got moved to a different file, so there's only one function left in this section.

Avoid implying that the note and the link to the voter's profile are only for new time votes. That implication is left over from when we were switching to public time votes.

I don't know why "$historyview" was left off, but if it's left off, it doesn't seem to match the if line, so I'm assuming this is an error.
