The porteer pallet maintains a monotonic counter and passes the incremented nonce along to the implementation of
PortTokenstrait. The idea is that this implementation will include the nonce in the payload sent to the cousin'smint_ported_tokensThis way, each call to
port_tokenswill result in unique and traceable messages
