Since CPU/GPU support dynamic shapes, the flag 'disable_dynamic_shapes' is forced to false, even if the user has intended for it to be true.
This PR allows the user-selected value of the flag to remain- so the user can choose to use dynamic compilation at inference, or concrete backend static compilation.
