Previously AltGr was pulled up even when it was still to be applied. Happens on key layouts that have a separate AltGr mapping on client as opposed to AltRight.

This happens on key layouts that have a separate AltGr mapping on
client as opposed to AltRight.
The most important impact of this is that AltGr actually gives the kind of special codes
when being a lv3 switch, as opposed to being depressed just before the other key comes
in.
