Simplify the stagger script to a single storm check with a random 1-10 min delay (fits within ubuntu-slim's 15 min timeout). Lower the storm threshold to 20% of open PRs with a minimum of 5 active runs. Ensure stdout is unbuffered so logs appear in real time.
