[codex] Update Kida and steward network

Summary

• Upgrade kida-templates to >=0.9.0,<0.10.0 and refresh the lockfile.
• Rebuild the AGENTS.md steward network across root and scoped domain boundaries.
• Add STEWARD_AUDIT.md and STEWARD_QUESTIONS.md to preserve the bootstrap audit trail and SME follow-up questions.
• Update release/changelog references for the Kida dependency and steward-system changes.
