Approving this because none of the failures are caused by Cloud Manager or changes in its release from what I can see, but I am observing some API issues that are causing a number of our tests to fail. That said, all of the issues I'm observing are specific to IAM-enabled accounts and I'm happy to discuss this more offline to help assess risk, etc.
