[GCP Functions] Migrate backend to Cloud Run functions v2

Move gcp_functions to the Cloud Functions v2 API (Cloud Run functions), update invocation/deploy behavior, and refresh docs/logs to reflect v2 requirements including Eventarc for Pub/Sub triggers.
