feat: add Speko LiveKit plugin

Description

Adds @livekit/agents-plugin-speko, a Speko plugin for LiveKit Agents with STT, LLM, and TTS support. The plugin routes transcription, completion, and synthesis requests through Speko’s provider router while following the existing LiveKit plugin constructor pattern.

Changes Made

• Added the Speko plugin package with STT, LLM, and TTS exports.
• Added Speko client setup, intent validation, audio helpers, API Extractor config/report, README, and package wiring.
• Added tests for SDK client construction and public package exports.
• Added a changeset for the new plugin package.
