The TOC is now a reference to a file. This has the following advantages (i) There is only a single URL specified, all lecture notebooks in _TableOfContents.ipnb are reference by a relative path. This makes moving the repo name, location much simpler (less maintainance). (ii) A single TOC file means that shuffling lectures around in each year is easy / less error prone (less maintainance). With these changes, the frontage README page is largely static.

Currently, I'm keeping all the Lecture_PCA material in its own separate directory so it's easy to keep track of everything. When we finalize the lecture, I'll move the data, images etc to their proper directories.
