Not 100% sure about the Nightlies workflow, since uploading and downloading stuff is not explicitly listed as a good use case in the announcement. |

Unless I got unlucky, it is slower this way, e.g. CodeQL took ~13 minutes - was 5-6 minutes previously |

A slowdown is ok as long as we run these in parallel to the tests. But if we consider multi-stage tests. Slowing down these, which would likely be in the first stage, would be unfavourable. |

Inspired by Unidata/MetPy#3954
GHA recently introduced the ubuntu-slim runner, which has a single vCPU and is limited to 15 minutes. Most of our workflows are lightweight so can move there.
