Radar coverage fix and copyright update

• Add CHANGELOG
• Update copyright year
• Update USRadarCoverage.png to reflect corrected coverage
• Updated to use built-in accumarray for computation of maximum (for Matlab 2020b or newer). If using 2020b or newer, will no longer try to compile accumarrary in startup.
