CID v2 were briefly proposed in ipld/specs#257 but never happened, and we are in process of moving CID v0 and v1 specs to specs.ipfs.tech
Closing this, as this PR seems to be automated bot recycling content from ipld/specs#257
If you are a human, please provide feedback on ipfs/specs#530 instead or fill new IPIP to propose CIDv2 once the PR lands.
