This submission improves type safety in the deploy utilities by removing all instances of $TSFixMe, adding a new type definition for the folder-walker package, and correcting a latent bug in the hasher-segments.ts module. The Normalizer and File types are now consistent across all related modules, and unused and out-of-scope type definitions have been removed.

PR created automatically by Jules for task 16746040960337424205 started by @serhalp

Removes all instances of '$TSFixMe' from the deploy pipeline and replaces them with specific, accurate types.

- Adds a new type definition for the 'folder-walker' package to provide strong types for the file objects it emits.
- Corrects a latent bug in the 'hasher-segments.ts' module where the custom normalizer's output was being overwritten.
- Aligns the 'Normalizer' and 'File' types across the 'hash-files.ts', 'process-files.ts', and 'hasher-segments.ts' modules to ensure type consistency.
- Removes unused and out-of-scope type definitions.
