Move project-specific permissions (MCP tools, swift build/test/format, bazel build, xcodegen, mise trust, gh issue/pr) from local settings to shared settings so all contributors get them automatically. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
