This PR updates our package configuration to use
pyproject.tomlinstead ofsetup.pyandsetup.cfg.Major changes:
pyproject.toml.requirements/base.innow reads directly frompyproject.toml. This keeps our currentpip-toolsworkflow working perfectly without needing custom Python scripts..github/workflows/pypi-publish.ymlto accommodate these build changes.
