As well as improving local development, this reduces layer count and also prepares us for secrets
Uses the new support for this is base-docker. Requires an UBUNTU_PRO_TOKEN in the env, just like base-docker

This builds on the work in base-docker to support ESM packages in 20.04 based
images.
Since we cannot currently deprecate python:v1, this allows us to continue
applying security patches.
