[release-1.37] set soft ulimit -n to the value of the hard limit for envoy

• 🐛 Fix SRVKS-1343, runs envoy with NOFILES limit set to hard limit

(this is only needed for our envoy, as e.g. golang does that automatically since https://go-review.googlesource.com/c/go/+/393354/4/src/os/rlimit.go#27 ) , and so do Java-based images (when -XX:+MaxFDLimit is used by default)
