It seems this software is no longer maintained.
The last upstream commit is 4 years ago, and
this software only supports setup.py.

The main issue is that according to https://github.com/sivel/speedtest-cli official support ends at Python 3.10. Additionally, our current version relies on features deprecated in sivel/speedtest-cli#803

The lack of a pyproject.toml is also a concern. Before we simply remove it, we should probably list what other options are available.

Users should use supported similar softwares, such
as speedtest-go in packages repo.

I think we can drop this package because we have speedtest-go in this repo already.
speedtest-go is Go written speedtest[.]net client similar to speedtest-cli, so users can migrate to it.
