I opened gazebosim/gz-rotary#1 to fix some build issues and made one comment, but this looks good to me
I closed #3386 in favor of this

I approved this, but it doesn't actually work because gz-rotary doesn't define an install target. See discussion in gazebosim/gz-rotary#2
