Was found during some property-based/chaos testing for the planner I started working on.

This is a bit of a contrived case -- if no sleds are in-service, where is planner code actually running? -- but it currently produces a slightly misleading programming error:

error: generating blueprint: programming error in planner: Attempted to plan measurements on an initial blueprint

Fixing this isn't a huge deal for production, but it does allow the property-based tests to proceed without having to try and special-case the no-sleds-in-service scenario.
