Add a CLI python file to expose a srt-equalizer command for equalizing files. It duplicates declarations of valid entries and default values.

For my use-case it would help if the library would expose a CLI command. This pull-request adds the srt-equalizer command for equalizing files. It will enable pipx install srt_equalizer. This is a suggestion from my side. I can imagine you have an opinion on whether to expose such a command, what the interface should be, and how it is programmed.
