Summary

Update the EKCO (Embedded Kurl Controller Operator) addon from v0.28.13 to v0.28.14 to address CVEs.

Changes

• Updated EKCO image tag from v0.28.13 to v0.28.14 in:
  • addons/ekco/0.28.13/Manifest
  • addons/ekco/0.28.13/deployment.tmpl.yaml
  • web/src/installers/versions.js

UAT

1. Verify the EKCO addon installs successfully with version 0.28.14
2. Confirm the EKCO pods are running with the updated image

I just realized there was automation to do the EKCO update, so I cherry-picked the commit from the automation.

Also looks like we needed to delete the 0.28.13 manifest and add directory + manifests for 0.28.14. PR updated.
