Add NEWS.md with full changelog from v0.0 to v0.59 (dev)

No NEWS.md existed in the repo. This creates one from GitHub Releases (v0.0–v0.58) plus a hand-curated v0.59 dev section summarizing all user-facing changes from git history since the v0.58 tag.

v0.59 entries

• New binary naming scheme — TinyTeX-{N}-{os}[-{arch}].{ext} with backward-compatible copies (Refactor build.yaml: composite actions for setup/upload, new TinyTeX-N-os-arch.ext filenames #484)
• Default CTAN mirror changed to https://tlnet.yihui.org (CDN-backed); falls back to mirror.ctan.org
• Windows install scripts rewritten in PowerShell — .bat files reduced to thin downloaders/runners (Rewrite install-windows.bat as PowerShell; make .bat a thin download wrapper #492/Rewrite install-bin-windows.bat as PowerShell; make .bat a thin wrapper #493)

Format

Each version uses the heading # CHANGES IN tinytex VERSION x.y, consistent with the existing inst/NEWS.Rd style.
