Indeed we have had a lot of problems regarding the triage and/or the release server-related issues, sometimes there's a bit of ping-pong between the two repos and hopefully this will make the whole process smoother.

Given that rustup team maintains the toolchain installer, it seems reasonable to grant rustup team write access to rust-lang/rust where the main toolchain artifacts come from (to be able to edit issues etc.).
