Cleans up the editor file a little more by moving the camera code into a proper camera class, solving the TODO item in the code and cleaning up more of editor.cpp's spaghetti. This also does a better handoff between briefing dialog's widget controls and the main viewport.
This is a prerequisite to new camera features such as those being added by #7310 .
