As I wrote in bitcoin#1548, your BIP could be merged as it was considered ready to be published a few months ago. Since you now stated that you think about withdrawing it, I am providing this commit as a suggestion how the PR could be wrapped up with a merge.
If you prefer not to publish a BIP that you’ll immediately withdraw, please feel free to close #1548 instead.
